We had a very detailed discussion with @vonderleyen on virtually all the current areas of our work with the European Union and the decisions needed to support Ukraine. I thanked Ursula for the recent €1.24 billion tranche for defense, which Ukraine has already received. I am grateful for the confirmation that another approximately €3 billion in military support will be allocated as early as next week. These funds will strengthen us. Of course, I briefed the President on the brutal Russian strikes that continue unabated. Just before our conversation, the Russians struck a power plant in Kyiv with a “shahed” drone, and many districts experienced power outages. Later, there were strikes on energy facilities in the Kharkiv region. And all of this happened AFTER the President of the United States made his statement about an energy ceasefire. Under these circumstances, reliable support from our partners means real protection for people's lives and a guarantee that the Russians will not be able to break Ukraine. We deeply appreciate all the tangible steps taken to support our defense and our people. Ursula and I agreed that our teams will have detailed discussions on our next joint actions and the coordination of our steps. We are also preparing to open the negotiating clusters – so that all the remaining clusters are opened by the end of the year. ‼️ZELENSKYY: The Armed Forces of Ukraine have received the relevant orders. We are defending Ukraine and awaiting details of U.S.-russian talks. We expect Putin to honor the agreement announced by President Trump. Unfortunately, russian Shahed drones have been in our skies all day. Ukraine wants peace. The question is whether russia does. FULL STATEMENT: "Today, the President of the United States announced that an energy ceasefire had been reached. This is good news for everyone, and it is important that it becomes a reality. Ukraine supports all genuine and reliable formats for a ceasefire and an end to the war. Ukraine is ready to refrain from striking russian energy infrastructure, and we expect the same readiness from russia, as well as an agreement secured by the President of the United States on this matter. We welcome such an agreement. Unfortunately, russian Shahed drones have been in our skies throughout the day. Shahed drones are still in the air right now. There have also been strikes with aerial bombs, unfortunately, as well as strikes on our energy infrastructure. Just moments ago, there was a strike on CHPP-5 in the city of Kharkiv, targeting Kharkiv’s energy infrastructure. In total, over the course of this week alone, the russians have carried out more than 200 strikes against our electricity generation and transmission facilities in Ukraine. Another 17 strikes this week targeted gas and oil facilities here in Ukraine. In just this one week, the russians have killed more than 150 of our people, and more than 700 people have been injured. Ukraine has proposed many de-escalation measures. Putin's response to all of them was always the same: his "nyet." We very much hope that he will finally say something different to America, Ukraine, and the entire world. Something other than killing and deception. Something that will lead to a real and dignified peace. Ukraine wants peace. The question is whether russia wants it. The Armed Forces of Ukraine have received all the corespondent orders. We are defending Ukraine. We are fighting to secure support for Ukraine. We support all steps by our partners that can help us. Fully supported the call of President Zelenskyy for a ceasefire that would protect global food supplies and energy infrastructure in Ukraine and Russia The war has entered a new, grimmer phase. Russia is stalling on the battlefield and striking civilians far behind the front lines. I conveyed our solidarity with the Ukrainian people. And my full support for President Zelenskyy as he leads the fight for his people’s freedom. Ukraine will be front and centre at this week’s European Council. We will discuss its funding needs for the year ahead and how to mobilise fresh global support. This week, the EU will also provide further funding for drones and missiles. To strengthen Ukraine’s defences and protect its skies. We are also due to open two further clusters of chapters in the negotiations. The momentum is real.
