Everybody received their “little pressies” with the gambling bill.
The gambling company, half owned by the state, those interested in videolotto, the internet betting companies, even 5.000 “small” gambling store owners, will receive a permit for 1-5 videolotto machines.
So, the submitted bill includes permits (4-10) for 25.000 machines, permits for online betting (15-50) but also permits for “small” owners with 1-5 machines (up to 500 permits).
For 2011, the collection of 500mil euros is expected from the issuing of permits and 200mil from the fee on gambling games (collected on yearly basis) while the minimum profit percentage (payout) is set at 80% regardless if they are played on a machine or through the internet.
The bill though, must be approved by the EU (2 months) and another month is needed for approval by the consulates of the countries.

As it is understood, it will be ready in May while another 6 months will be needed to man the Gaming Supervisory Authority.
Moreover, one of the first reactions, which was the taxation on turnover at 6% – regardless of the game – is causing reactions as similar taxes in France scared the betting companies.
More specifically, the bill includes provisions for the following:
• The announcement about 4-10 broad-range permits after an international bidding contest that will concern 25.000 machines (equal number of machines per permit).
• 5.000 more machines can operate on limited-range permits (1-5 machines)
• Broad-range permit holders can be SA with registered capital of at least 500.000 euros with offices or a permanent establishment in Greece.
• A starting permit price for gambling games. It will be submitted at 80% with the issuing of the permit and at 20% gradually.
• Free availability of technical entertainment games and their being carried out only on licensed premises.
