The case file against Yorgos Papakonstantinou was sent to the Greek parliament, after being compiled following a complaint by Rewarding Recycling, the company that is accusing the former minister of «serving specific interests in the recycling sector».

The case was revealed by Proto Thema in February 2012 and in accordance with the reports at the rime, Papakonstantinou was «conscripted» to «manipulate» the recycling sector in favor of a specific company. Several companies accused him of «promoting» the products of a particular company and it is indicative that in a press release - a response to the reports – he was quick to herald the result of inspections that spoke of «transparent procedures» even before they were complete.

Lawyers Yannis Mantzouranis and Failos Kranidiotis drew up a report that was sent to financial prosecutors Grigoris Peponis and Spyros Mouzakitism, saying that «the monotonous repetition of the same slanderous allegations by the minister reveals the execution of a “contract” with prescribed targets, leading to the distortion of free competition prohibiting price reductionws in the contributions of obligated managers, claiming findings of a non existent inspection to the detriment of the State and for the benefit of private interests».
