Reforms in the Public Sector: Kyr. Mitsotakis heralded a turn on quality
He said the primary surplus is also due to the reduction of labour costs in the public sector
Speaking at the EU Conference in Brussels for Public Administration, Administrative Reform Minister Kyriakos Mitsotakis focused on the reforms made in the Public Sector in Greece and the need for a shift from quantitative to qualitative targets.
The conference was entitled 'The road to development - For a civil administration friendly towards entrepreneurship.'
Mitsotakis noted that from 2009 until now Greece has made significant progress in reducing staffing in the public sector and the wage bill in the state budget.
He referred to the primary surplus, which is expected to be reached by Greece in 2013 and that this is due, among other reasons, to the reduction of the wage bill by 20% in turn a result of the reduction of manpower and salaries of civil servants.
'The country's commitments are a key objective of the Greek government in that they can stimulate the reform actions. But reaching these reforms that can really change the face and the culture of public administration, requires a shift from quantitative to qualitative targets,' Mitsotakis added.
Lastly, he described the reformist approach by the Greek government, which moves in three levels: structures, processes and human resources management in public administration aiming at ‘a Public Sector friendly for the citizen and entrepreneurship that will also offer high quality services.’
