It is estimated that the measure involves about 20,000 civil servants. The memorandum requirement of the country is 150,000 workers departing by 2015. This translates to the retirement of 15,000 in 2012, a goal that is met through normal retirements and by using the proportionality of one to five in recruitments. However, based upon the evidence so far, 130,000 civil servants will retire normally by 2013. Thus, about 20,000 will be forced into compulsory retirement.
 
Regarding pension maturation there are two dominant views, which can and may be combined. The incentives currently being studied are to recognize fictitious years and working years in the private sector.
 
Minister Anthony Manitakis' colleagues underline that the evaluation to be completed in 2013 will come before this, so any such measure will not be implemented before it.
