The race for the many and simultaneous bargaining sessions inside and outside of Greece has started. Representatives of all Eurozone finance ministers are gathering in Brussels today for a grand bargain that will define the measures and safeguards that Greece must provide its lenders, but also whether member states and individuals will agree to participate actively in the project agreed upon on July 21 by the European leaders.

As outlined in the statement issued on Sunday by Evangelos Venizelos, the government is handling issues of vital importance for Greece and the euro area, associated with implementing the decisions of the Summit of July 21, ie:

-  activation of the new EFSF role to be ratified by the parliaments of member states in the coming weeks,

-  resolving the issue of collateral requested by Finland, for which a special tripartite meeting will take place with Holland, Germany and Finland on Tuesday, and

-  completion of PSI, namely ensuring maximum turnout for the international banking system in the project of extending and improving the Greek state debt conditions.

All these issues impact one another, with the measures to be implemented by Greece as the common denominator. By November 9, it should be clear whether individuals will participate to help, and which individuals they are going to be. If they do not cover 90% of the Greek debt that is expiring shortly, the plan must be abandoned and states must seek other solutions at a higher cost.

Although the government is reassuring, the sixth tranche remains hanging by a thread. The IMF and the European partners are not giving carte blanche to Athens and expect to see the findings of the auditors. Excuses for failures such as "crisis" and "recession" "won’t fly" for lenders anymore, who need to see everything that Greece has said it will do take shape; yet, it never actually does, ​​except the hikes or cuts in salaries and pensions.

For 15-20 days the "Russian roulette" of negotiations will be taking place inside and outside of Greece, for the measures that remained at the announcement level, those that were voted for but not implemented or the new ones that must be taken by the government. The basis for the new start of negotiations with the Troika, returning to Athens on September 14, will depend on where the ball will stop and on everything that will be agreed during the multi-level bazaar that starts today.
