The Environment ministry is unfolding the amendment for the dual reconstruction, while the uncertainty prevailing in the team’s administration is making things even more difficult for the Greens.
Even if the law gets voted for, Panathinaikos will not be able to build the stadium since they are finding it hard to come up with 15mil euros for a capital increase.
It will cost from 80 to 100 million euros
The relevant amendment is expected to be submitted in parliament within the week, together with the bill on marine strategy. Land use and building codes in Votanikos and Alexandras Avenue will be determined by presidential decree in order for CoS to control the legislation.
In 2009, the Supreme Court rejected the commercial center of 70.000 m² and agreed to the construction of facilities for PAO and its Non-professional team. Since then, the Environment ministry has returned with a new plan that provides for a 52.000 m² mall and the abolition of the multifunctional building of the municipality, the basketball arena and a shopping area of 1.000 m², which will all be incorporated into the buildings of the stadium and the mall.
Yesterday, after a 4-month silence (a.n. the consultation has been complete since December 6, 2010), which in part was attributed to objections from the mayor of Athens Giorgos Kaminis, the ministry announced the unblocking of the revision.

It was preceded in the morning by the blocking of the ministry entrance by 200 employees of the Babis Vovos technical company, who demanded the immediate passing of the amendment “as 500 families have been subsisting for 29 months now”.
Nikos Sifounakis tried to pass the amendment just before Easter, but met with opposition from the MPs of Athens’ first district. They had asked for detailed information regarding the dual reconstruction and indicated that the amendment should not pass along with an irrelevant bill by the Rural Development ministry on agricultural products.
Environment ministry sources say that the amendment to be submitted in parliament is based on the plan that was submitted for consultation last November, with only a few minor changes.
The new regulation that was presented by the ministry was different from the first, since it stipulated that the stadium Alexandras Avenue would not be demolished without first having a license for the facilities of the Non-professional team and the mall in Eleonas.
Meanwhile, it cuts the parking spots down to 450, 300 of which will be underneath the stadium.
