Semi-outdoor spaces as… completion with 800mil-euro revenue!
The regulation is catching up with help from accommodations such as the 10-installment payment

The government is cashing in by over 800ml by regulating the semi-outdoor spaces, while the extension given until February 28 is estimated to bring in additional funds and make the difference.
Despite the fact that there is no official data since many files are stacked high at the urban planning offices and the calculation of the fines is not yet finished, the massive attendance of December heightens morale about the outcome of this regulation.
According to the president of the Technical Chamber, Christos Spirtzis, each “settlement” application is priced at 2.100 euros on average. If we calculate that until December 31 we had 366.735 applications, then the revenue is at around 770mil euros, exceeding last year’s speculations about 600mil by the ministry of Finance, and those from the ministry of Environment which estimated 300.000 applications by the end of the year.
The only thing is that the 2011 budget foresees that only 150mil euro will make it into the state funds.
As it has been said by the ministry of Environment to the ministry of Finance, only the revenue from fees will be directed there; the rest will augment the green fund to support expropriation and redevelopment, otherwise the constitutionality of the law is in question.

Boost of revenue if the northern suburbs enter the regulation
The management of the Chamber says that all the northern suburbs have basements, attics and play rooms that if declared in the context of the application of building identification that began this month, then spaces from 100 to 150sq/m can be entered too, which would mean increased revenue for the state.
Despite the nagging and subdued tones of past months, the regulation seems to be picking up speed, while the payment accommodations (up to 10 installments) motivate even the most undecided. It is no coincidence that the Chamber proposes more such accommodations.
«If the building identification for new and old real estate had been implemented earlier than the applications would have been double, bringing in the corresponding revenue» Spirtzis says, arguing that the citizens are not yet convinced about the fines if they do not declare the spaces that have undergone usage modifications.
This regulation calls for the geographical coordinates of each building permit so that the location of a building can be identified with accuracy , as well as an electronic register, which will include all elements of the building permit.
The creation of a “bio” for each building is also included, accompanied by a dvd with all the spaces that will show all areas and will be evidence in any future conversion. There will be the reports of the engineers, too, about the status of the building after an earthquake, so that tenants and landlords are aware of the facts.
As Spirtzis explains, it is very important that the regulation also extends to old buildings and that there is a security check as there are spaces such as electrical installations, stairways etc that have never been checked! As he says, this can be done by the energy auditors at an extra fee.
But the relevant presidential decree by the ministry of Environment that will extend these changes to the existing buildings is delayed.
