The
Troika is pressing for the deregulation of those professions that so
far have not even been called "regulated" in the laws adopted in 2010
and 2011 regarding deregulations.
The meetings and bargains on the new loan showed in the most clear way that the Troika requires deflation and internal devaluation to be implemented now and in a violent way. It seems that the attempt to drop prices was not successful through the measures taken so far and the Troika no longer merely relays requirements for the well-known professions, but aims at other industries which until now had only had a vague removal of barriers and geographical constraints, without helping in reducing prices.
The Troika demands
In its 10-page memorandum, the Troika is asking for new legislation to deregulate markets, goods and services; it requires the abolition of restrictions and the “price list” for occupations designated by name, such as chartered appraisers, accountants, tax consultants, actuaries, private schools, educational and training centers - IEK.
It also asks for the deregulation of dockers, coach drivers, agencies, brokers and private providers of primary care. Also:
- a law that repeals the law which provides for a transitional period for the deregulation of commercial vehicular transport
- a decree for low prices on establishing road haulage companies, without other financial and administrative obstacles
- further deregulation measures with greater freedoms for new law firms or associations and branches in Greece
- removal of restrictions on the nationality of lawyers entering the notary profession
- eliminating the ability of TEE to impose disciplinary action against engineers who make an agreement with “unusually low” prices
- amendment of the Lawyers' Code to eliminate the requirement for compulsory attendance at various transactions
- elimination of the requirement for notaries
- elimination of minimum wages for lawyers under retainer (articles 92.2 and 92a).
