2011… «mandates» of austerity for the State

«Wages are over» for public servants paid by the state budget, if the appropriations provided in it prove to be insufficient

In a highly rigid circular, deputy Finance minister Philippos Sachinidis, clarifies to the administrations of the public sector that «they will get nothing» if during 2011 they seek extra money for salaries.

As emphatically stated in the circular:

* there is no case of further fiscal support to organization in order to pay salaries
* there is no case for allocation of additional fees, if the complete and full annual payment of regular salaries is not ensured

However, even the funds provided for in the budget are not secured for the bodies that were credited for 2011. A circular sent to all bodies by the ministry of Finance warns that:

* the disposal of the total of funds for 2011 should not be considered as certain

* the inclusion of credits does not necessarily imply their payment

As Mr Sachinidis mentions among other things, «The budget sets the spending limits and not the maximum emount  of funds for consumption… The disposal of the total of the budget funds should not be taken for granted. The expenditure limit for the state budget must be strictly adhered to, since that amount will be reviewed every trimester. For this reason, all agencies should plan for their monthly needs... It is not allowed for funds specifically provided for payrolls to be available for operational needs».
