Despite pressure from the Troika for the reduction of the public sector, urban planning departments are expected to double with the implementation of Kallikrates!  
 
Under the new structure, each municipality should have its own urban planning office, so that the current number of 162 will rise to 325.  
 
The multiplication of these departments, which are still some of the most corrupted parts of the public sector, will prolong their existing problems, mainly the staff shortages which are becoming more and more intense due to the overcrowding in relation to the semi-outdoor spaces, according to Mr Christos Spirtzis, president of TEE.  
 
Two more problems are the lack of computerization and the labyrinthine legislation, for which TEE has made simplification suggestions, starting from the issuance of building permits. The ministry of the Environment has set up a committee but the regulations are missing.   
 
Mr Spirtzis said that the urban planning offices are unable to deal with the issue of the semi-outdoor spaces, despite the fact that their employees have more time now with the dramatic reduction of building permits.

In certain offices, employees have been asking engineers to stop submitting more files as the services are overloaded and can only accept applications.

According to TEE information, 216,615 applications were filed by Monday, November 22nd, almost tripling the daily count from 1,800 to 4,500.   
 
However, up to last week, the confirmed fines amounted only to 110 million euro.  
 
TEE urges the government to grant extensions for applications and returns, to give a chance for submission to those who have failed to do so due to the current recession.  
 
The ministry is preparing an amendment, which will grant the opportunity for returns in up to 10 instalments and provide a mailing extension to December 28th.    
TEE is also asking for a quick adjustment to building identifications, which according to the ministry will be used to check the applications and will start in the beginning of the coming year.
