Census for layoffs in municipalities

The Interior Ministry of Greece proceeds to a new census of legal persons in municipalities until May 31. This 31 is the final date for the filing of the additional information requested by the analytical registration of first degree legal persons in public authorities and the staff they employ.

The new census will help the planning of deletions and mergers of local government entities, which will bring out the surplus workforce that will form the large proportion of the 25,000 redundancies and 4,000 layoffs that must be carried out.

The majority of municipalities will be included in the second package of structures evaluation, which is expected to begin in September, while the new organization charts for 13 municipalities will have to be completed by mid-June. The surplus staff will be put under a redundancy status, taking 75% of their salaries for one year.

The ministry’s request from the municipalities

As the story in "Ethnos" newspaper says, the Interior ministry asks the following from the municipalities:

-       the name of the local organization

-       its legal form

-       whether it is a public legal entity or a private one

-       analytical presentation of employees

The letter also asks for a complete record of employees according to their educational level, the type of contract they serve under and the amount of the annual subsidy they receive.

 

Mayors are unwilling to participate

 

So far mayors refuse to participate in this process, as they estimate that the detailed list of personnel is associated with impending layoffs that have been agreed with the troika.

 

The issue of mergers and eliminations was discussed in a conference of Attica mayors yesterday, where it was argued that the merger leads mathematically to the shutting down social services.
