Troika accepts only that due to liquidity problems in the market, even the wealthy will find it difficult to directly repay so many taxes (primarily for property rather than their income). - the institution of "warned delay" in payment of installments so that the debtor will be able to retain the setting or prolong it
- immediate activation of enforced recovery measures (seizures, etc.) if the taxpayer does not pay in time even one dose of the regulation
