Through the method of direct assignment, a private company will undertake the task of removing unnecessary permanent positions in the public sector and evaluating civil servants.

The company will begin scanning the data from public services in the new year, when the success rate of redundancy programs and the pre-retirement situation have already been judged. The choice of a private company and not a committee composed of public officials was made to avoid partisan criteria in the evaluation process of employees. The greater the deviation from the budget objectives, the greater the number of public servants who will be shown the exit, so that the financial benefit of such a move might fill the gaps in the budget. The "consultancy project for the reform of the Greek Management System" will cost the state 60.000 euros.

The company will also undertake a study to "remove the existing organizational structure and permanent positions and create a new organizational structure and permanent positions." According to the plan, public services will be the first up for evaluation in order to create a smaller and more frugal state. A lot of directories will be cut, along with sectors and jobs, and the role of the state will finally acquire an administrative character. The number of employees who will leave will be equal to the jobs that will be deemed necessary for elimination.

The administrative reform ministry believes that one of the negative impacts of redundancy was the hasty departure of executives in the public sector with great work experience, thereby weakening the “institutional memory” of the state.
