Thriller about finding reserve employees

The legal implications for the outstanding employment reserve were being planned until late last night byDeputy Prime Minister and Finance Minister Evangelos Venizelos, Administrative Reform Minister Dimitris Reppas and Labour Minister George Koutroumanis.

The ministries’ departments are collaborating… virtually around the clock in order to finalize the list of 20000 (or more) employees that are close to retirement.

According to sources, the impediment arose over the matter of the actual pensionable service years of each civil servant, since many of them had been employed in the private sector and abroad.

The backup process will be based on the following:

- The first reservist employees will come from the 151 merging organizations.
- Local Authorities  as well as local businesses will follow
- The search for reservists within ministries will take place on two levels: a) the core service, overseen by the    Administrative Reform ministry, b) each specific Ministry.
- Employees in ministries will be reduced by 3%

- 30000 employees will leave their services strictly within 2011.

The Ministry of Administrative Reform leaves open the possibility of hiring fewer individuals than those departing. For 2012, the ratio is one recruitment to ten redundancies. On Mr. Reppas’ behalf the possibility that this ratio will reach 1 to 15 or 1 to 20. Whether there is such a dramatic change, however, will depend on the final report of the Troika leaders. The possibility that there will be no hiring next year is also evident, since there are fears of major state failures.

In recent days, Mr. Reppas had a series of meetings on these issues. He had a discussion with Mr. Venizelos yesterday, while he also met with Messrs. Plaskovitis and Poulopoulos at his ministry.
