Papandreou is asking for consent using elections as an indirect threat
PM Giorgos Papandreou will try to exploit the alleged fear of Antonis Samaras about the possibility of early elections, in order to create a broad front of consent for the privatizations and the mid-term program of stability.

PM Giorgos Papandreou will try to exploit the alleged fear of Antonis
Samaras about the possibility of early elections, in order to create a
broad front of consent for the privatizations and the mid-term program
of stability.
Although the government is officially against elections, Papandreou is using the poll threat to overcome the challenge, at home and especially abroad, of the country's ability to meet the commitments requested by the Troika in order to continue receiving financial support from its lenders.
The PM understands that during his successive meetings with political leaders today – except for Aleka Papariga who is refusing any discussion – Samaras’ stance will be the crucial point. He has valid hopes for the consent of Dora Bakogianni and Giorgos Karatzaferis but is seeking a more positive stance on the part of ND, especially on privatizations.
Therefore, the assessment of the government is that Samaras will not push things too far, because in case of an election, ND is not going to win with a clear majority. So, they think Samaras will refuse to consent to the extent that his attitude will not lead to elections.
Moreover, Papandreou is beginning to shape the political data he needs to ensure the support of Europe and the IMF, either for a package of extension and reduction in interest rates, or a new loan from the Troika.
Firstly, the PM received the go-ahead on Monday evening for the privatizations, thus achieving a minimum of governmental consent.

Secondly, with the determination for privatizations, he is responding to the demands of foreigners, who deem this issue to be a prerequisite for any further action.
Thirdly, he is now beginning to put forth the dilemmas, as he did in his presentation at the cabinet meeting, where he spoke of "patriotic duty".
And fourthly, he will insist on dramatizing the situation in order to reduce reactions.
On Wednesday, Papandreou will meet with President Karolos Papoulias.
