They are living abroad but they actually "live off" the country
The Ministry of Finance has finished a full cross check of persons who are ex-pats and realized that in many cases – specifically, 382 -- individuals owed the tax office amounts that reach 5,8 million euros and they own property valued at 283,8 million euros in total.

Anyone that has not settled their debt to the tax office will have a deadline on the 4th of March 2011 to pay off any debts. After the deadline, procedures for enforced payments through confiscations of houses and other property will be applied.
Furthermore, the Ministry discovered 170 cases that have not submitted in a tax statement at all and 77 that have declared income of less than 20,000 euros, meaning there are quite a few cases of people that have not been truthful about their assets and incomes.
An announcement by the Ministry on 12/10/2010 mentions 581 cases that owed 22,3 million euros. These cases are still being investigated to cross check any assets that might not appear currently.
The E-9 form
The Ministry is calling on all ex-pats to submit their E9 forms, or to re-submit a correct inclusive form to avoid any fines.
